Chapter 5Developing the Project Scope
We all know the old cliché in emergency management that “the value is not in the plan, but in the planning process”. I have experienced a lot of planning processes that, at the time, really educated and trained each other, with multiple stakeholders in a room, about everyone’s different capabilities, authorities, responsibilities, capacities…project management creates a life-cycle for that planning effort. (We need to be) engaging and restimulating a shared learning experience, so that knowledge is in our head.
