1. The BSIR also had the mandate to plan beyond war-related researches and sponsor schemes within the available resources for industrial research for existing institutions with a broader and longer-term perspective. There was a realization that decisions regarding industrial research had been delayed for too long. This delay was costing the government quite heavily during the period of the war. The institutional framework for industrial research should not wait any longer.
