NAME THE CHALLENGE AND ITS IMPACT

The first step in addressing a challenge is to identify the scope of the challenge. The broad picture of the challenge facing the Lansing mayor and Lansing’s community leaders was how to convince General Motors to stay in the Lansing region after 2005 in light of the GM Board of Directors’ decision to close aging, inefficient manufacturing plants around the country. Lansing had the oldest plant in the portfolio of General Motors’ manufacturing facilities, and the city was ripe to strategically have GM shut down its car production given that GM closed a number of plants in the 1990s.
