Although there have been few scientific studies, anecdotal evidence suggests that the best predictor of software delivery is experience. Unfortunately, not all experience is created equal. There is plenty of anecdotal evidence of the existence of developers who have10 or 20 years of experience and who have, for one reason or another, failed to learn from that experience.
