In some acquisitions, a single team, often called a technical evaluation team (TET) or some other similar name, evaluates all non-cost factors. In others, there may be individual teams for the various evaluation factors. For example, there may be one team to evaluate technical approach, another for management considerations, another for past performance, and so on. The steps described in this chapter apply to both of those approaches.
