CHAPTER 30CLARIFICATIONS AND AWARD WITHOUT DISCUSSIONS

If the government so notified offerors in the solicitation, the government may, after proposals have been evaluated and summary report(s) issued, make award without discussions. The source selection authority takes into consideration evaluator comments, any advisor comments, and any recommendations from these parties.

FAR COVERAGE ON CLARIFICATIONS

Even when discussions will not be held, there is an exchange that is permitted prior to final evaluation and contract award. That exchange is called clarifications. FAR Part 15 explains clarifications as follows:
