CHAPTER 31ESTABLISHING THE COMPETITIVE RANGE

If discussions are to be held, the contracting officer and source selection authority establish a competitive range. This simply means that they do not have to hold discussions with all contractors that have submitted proposals. Instead, they may limit the pool of offerors with which they will hold discussions to the cream of the crop. Some contractors refer to the competitive range as the short list.
