FAR 35.016 tells us that the broad agency announcement (BAA) is a competitive solicitation procedure used to obtain proposals for basic and applied research. It is also used “for that part of development [that is] not related to the development of a specific system or hardware procurement.” The type of research solicited under a BAA is aimed at increasing knowledge in science and/or advancing the state of the art rather than the immediate practical application of knowledge.
