Developing applications for the Windows Mobile platform has reached an unprecedented level since the introduction of the .NET Compact Framework in 2003. For the first time, a developer with basic programming skills could use the familiar Visual Studio development environment to create, test, and deploy robust mobile applications. In practice, most enterprise mobile applications require a reliable and secure data repository on the mobile device as well as a way to synchronize mobile data with enterprise servers.

Consider a typical warehouse in which workers perform receiving, storing, picking, and shipping of products or materials. The warehouse supervisor sits down at a terminal at the beginning of each shift, printing out receiving schedules, pick-lists, and inventory levels retrieved from a back-end database server. The success of the warehouse depends on workers cross-checking their activities throughout the day against these print-outs. This process is clearly open to errors, process failures, and even fraud.
