The identification and analysis of stakeholders are separate but related processes. In Chapter 2, we argued that before assessing the significance of a stakeholder we should ensure that all possible groups who may be in the stakeholder landscape now and in the future are considered. In Case 2.3, the Burundi flood plains, we examined a project where, had the emergent stakeholder groups been identified earlier in the process, the project could have been more successful earlier and at a lower cost.
