5 Reform of the State-Owned Assets Management System
SOE reform is currently being carried out at two levels in parallel. In addition to the mixture of shareholding structure at the entity level, the new round of SOE reform is also reflected in changing the regulatory function of the state-owned asset management system from managing enterprises to managing capital through the interface between the government and the market by reorganizing and establishing new state-owned capital investment and operating companies.
