Step 1: Define Critical Staffing Issues

The identification of critical staffing issues is one of the most important steps in the strategic staffing process. As discussed in Chapter 4, I strongly believe that staffing strategies should focus on critical staffing issues, not on organizations or business units. These staffing issues can be thought of as especially critical categories of jobs that warrant—and require—special attention (e.g., positions that are especially critical to effective strategy implementation or jobs that are traditionally hard to fill). To define critical staffing issues, it is necessary to understand the longer-term business context and define the staffing issues you will address.
