When you create a staffing strategy, you don’t need to have perfect data. Do the most you can with the data you do have. Plan fully for those parts of the organization where you have a good idea of future plans. Create scenarios when you have some idea of future plans but are not certain of them. Prepare “what-if” plans when you are unsure so that you will be better prepared to act when actual plans and strategies emerge. You will always be better off doing something about the part that you can define—and ignoring the part that you can’t define—than you will be if you wait for those missing data to be developed. You may be waiting a long time!
