When you are measuring the success of your strategic staffing processes, you must analyze both effectiveness and efficiency. Examining either of these alone is insufficient. A process that quickly and cheaply recruits people with the wrong skills may technically be efficient, but it is clearly ineffective. Similarly, a process that places 10 candidates that are perfect fits in a particularly critical job may technically be quite effective, but if you had to interview and consider hundreds of candidates to find that perfect 10, the process is not very efficient.
