In Sections 11.2 and 12.8, we have described the benefits of de-emphasizing the control model. Although this chapter addresses the preparation of CSPECs, it is worth reminding ourselves that we will put a CSPEC together only when we have thoroughly satisfied ourselves that it is really needed.
