The Size and Compositionof the FutureNational Priorities List

 

In this chapter we estimate the number and types of sites likely to be added to the National Priorities List (NPL) in the next decade. We approach this task with some trepidation. Previous attempts to estimate the future size of the NPL by the Congressional Budget Office (CBO), the now-defunct congressional Office of Technology Assessment, and the U.S. Environmental Protection Agency (EPA) have proven far off the mark.1 Instead of thousands of new sites being added to the NPL, as these studies predicted, only 140 sites were listed from FY 1995 through FY 2000. Our forecast of an upswing in the number of sites added to the NPL may prove equally unfounded.
