In American football, a rule-set is the set of keys and reads players are trained to make, to choose best action on the spot. A coach isn’t in the line of scrimmage to micromanage the instantaneous multitude of choices at 11 positions. Once the ball is snapped, momentary choices belong to players. Coaches train them into the capacity to execute and put them in position to do so.
