Chapter 1. Introduction

This chapter will discuss why we need a big picture of Internet Quality of Service (QoS) and will provide a high-level overview of how the Internet works for people who are not familiar with it.

The Big Picture

In November 2005, in an interview with Business Week, Edward E. Whitacre, Jr., Chairman and CEO of SBC (now AT&T), stated: “Why should they be allowed to use my pipes? The Internet can't be free in that sense, because we and the cable companies have made an investment and for a Google or Yahoo! or Vonage or anybody to expect to use these pipes free is nuts.” [Bizweek].
