Well, maybe on a subatomic quantum level it isn't, but human perception only goes so far. The resolving powers of the eye and ear have limits. The numeric granularity of digital audio and video exceeds these limits. TV displays and CDs create the illusion of continuous visual scenes and uninterrupted sound because you can't perceive the visual and aural temporal and sensory steps.
