Outstanding Issues from the Telecommunications Act of 1996

AS WITH ANY NEW LEGISLATION OR MAJOR CHANGE IN EXISTING legislation, a number of issues remain unresolved years after the enactment of the Telecommunications Act of 1996. Among these are four main issues that continue to dominate the Federal Communications Commission’s (FCC’s) calendar and various court dockets: (1) local number portability, (2) universal service, (3) access charges, and (4) reciprocal compensation.
