198As the process of changing to empowerment enters the third stage of Adopting and Refining Empowerment, the new values, practices, and attitudes start to be fully integrated. At this point it is often tempting for people to reduce their attention to the process and assume that all will be well from now on. The assumption is that empowerment can be put on autopilot, but to do so would seriously jeopardize all the efforts to this point. There still remain a number of questions in the minds of people, plus the need to refine and hone the empowerment skills that are not yet habits.
