The problem in the United States and other mature democracies is that new policy ideas do not advance at a faster rate than they did a century ago even though technology has accelerated the speed of many other economic and social forces. Compounding this problem is the reality that government adaptations occur only in reaction to crises that are already fully underway. They thus act from a position of panic and duress that leads to overshooting in the other direction.
