Doctrine is the fundamental principle by which the military forces or elements thereof guide their actions in support of national objectives. It is authoritative but requires judgment in application [1]. It is what militaries based their plans on. It is influenced by tradition, and guides Tactics Techniques and Procedures (TTPs). We will cover what doctrine exists today, what doctrine needs to be translated to cyberspace, what adjacent guidance exists in non-military agencies and, finally, what exercises are being conducted to develop doctrine.
