The IS-2000 Layer 3 [1], also called the signaling layer, comprises base station and mobile station interoperability procedures and associated signaling that allow the end user to receive service. From a functional standpoint, much of Layer 3 is about call processing, that is, the procedures used to set up, maintain, and release a connection between mobile station and base station.
