What Our Governments Must Do
Just exactly which prescriptive policy actions should our government take? The first and most important action is the adoption of a comprehensive framework to ensure that all trade with China is not just free trade but also fair trade.
To avoid any direct confrontation with China—and a possible trade war—this comprehensive framework need not mention China by name. The purpose of the framework should be to specify a set of inviolable rules and sanctions that would make it impossible for any country to engage in the kind of unfair trading practices now common to China.
