Most development projects in the past while promising a just resettlement and rehabilitation (R&R) of displaced people have failed to honour that commitment. Lately, it has been uniformly argued that in all cases of unavoidable displacement, we need to consider resettlement as a development programme (Saxena 2003: 1).
