Public Participation in Development

Introduction

Most development projects in the past while promising a just resettlement and rehabilitation (R&R) of displaced people have failed to honour that commitment. Lately, it has been uniformly argued that in all cases of unavoidable displacement, we need to consider resettlement as a development programme (Saxena 2003: 1). This would entail investment of resources in order to help displaced people to at least restore if not actually improve their income levels and living standards that they had before displacement.
