The Limitations of Aspirations, Plans, and Metrics
While three of the designed framework components—aspirations, plans and projections (simulations), and metrics—contribute to the solution to the killer problems of change and innovation, each has limitations. None fully meet the free choice, real-time guidance, and unification requirements, which explains why managing only by aspirations, plans, and metrics leads to limited success. We will also see that neither granularizing aspirations nor shrinking the time horizon can overcome these limitations. Understanding the limitations sets up the need for a central rule.
