Hundreds of thousands of workers are made redundant every year because of mass layoffs, companies going out of business, some mismanaging funds, and others just not knowing how to stay in business. What percentage of these layoffs was because of poor management is unknown. I doubt very many were because the workers weren’t doing their jobs.

Deming often said that quality is made in the boardroom. The important decisions are made there. All the workers can do is follow the instructions they are given. They cannot change decisions, designs, or systems. They can only do their jobs.
