8What Happened in Japan?
Under the auspices of General Douglas MacArthur, the Supreme Commander of Allied Powers (SCAP) during the occupation of Japan following World War II, Dr. Deming, as adviser in sampling techniques, visited Japan in 1947 and 1950 to help with the census of Japan. Apart from these activities, the Union of Japanese Scientists and Engineers (JUSE) formed in 1948 to provide statistical quality control services, as recommended by the Civil Communication Section of SCAP. JUSE held their first quality control seminar in September 1949.
