SUMMARY OF RECOMMENDATIONS

1. A national Centre for Broadcasting is needed, independent of the Government and the broadcasting institutions, but consulted on long-term policy by both.
2. The independence of the broadcasting services in carrying out the work for which they are responsible should be understood as part of the country's unwritten constitution.
3. The definition of the aims of broadcasting should include explicit reference to broadcasting as an instrument for encouraging participatory democracy.
4. There is an urgent need for more long-term, in-depth research into the social effects of broadcasting, and the coordination of existing research.
