Blair notices that, even with programs that have typical contracting needs, a few issues keep cropping up at predictable times. Several large programs always seem to need a lot of contracting work at the beginning of the fiscal year, which requires a lot of overtime from her team. Even though these programs’ needs are fairly predictable, the team always seems to have a backlog of work.
