30.1 Introduction
In the 21st century, the development of higher education figures among the topmost national priorities across nations. In the World Conference on Higher Education organized by UNESCO in October 1998, representatives of 128 nations met at Paris to discuss the form of higher education relevant for the 21st century. The conference reaf-firmed the need for access to higher education and the concern for equity.
