The Problem of the Persistent Proposer

Every program officer can tell horror stories about the grantseeker who keeps applying, keeps getting declined, and keeps coming back for more. Some of these persistent proposers are as pugnacious as G.I. Joe, some as meek as Casper Milquetoast, but all endure repeated rejection while perpetually submitting doomed proposals. As mentioned earlier, the persistent person makes the best grantee, but when the ideas are not competitive, persistence crosses the line to fanaticism, and the virtue turns into a vice.
