Research on high performing project managers found that of the top five activities they attended to, planning always featured. So, we were disappointed when a recent review of project governance practices in five large project organizations reported that evidence of planning taking place in projects was sometimes difficult to find.

While outputs from the concept, initiation, and closure stages were consistently present and easily trackable, outputs from planning were not. What a planning document consisted of also varied widely between ­projects, project managers, and stages within the project.
