Situation A

No. The metric will measure only the number of team members who have completed the training. It tells you nothing about the proficiency level they have achieved. The team should consider changing the metric to “track the number of maintenance team members who complete the eight-hour training in problem-solving techniques and pass the proficiency test by April 15.”

Situation B

Yes. The team must develop a baseline of top pad scrap in order to set a level of improvement. Charting the data by the hour may also give them some clue as to where problems lie.
