The Scrum Guide does not say anything about the role of management or managers; it defines three roles: Scrum Master, Product Owner, and Development Team. It also mentions stakeholders. Management is described as something that people do, such as product management and Product Backlog management. Manager as a role is undefined—in fact, it is not mentioned at all, which often causes confusion between Scrum Teams and managers. The easy (but wrong) conclusion is that Scrum does not need managers.
