The Problem with the List of Functions
What is a typical reaction to this list? The normal response is, ''Are you out of your mind? You've described an entire department. Clearly, this will take time and money to set up and will require an operating budget far beyond what we are spending today. We can't even get the money to hire the technical staff that we need. How are we going to fund something like this?''
