4The emergence of dissension within the G20
When political and technocratic leaders entered the 2007–2008 economic and financial crisis, they did so with common concerns and a common desire to address perceived weaknesses and halt economic panic. They tackled the necessary fire-fighting and then turned to fashioning the needed reforms. A crisis spurs action and the reform impulse, but the window of opportunity for action is limited. As a crisis dissipates, in part because of the aggressive action in crisis management and the reform phases, the normal non-crisis dynamic of national diplomatic jockeying re-emerges, and centrifugal forces that fling actors apart on issues take over from the crisis-induced centripetal forces.
