Around the world, it is understood that George W Bush’s clear, convincing victory in the November 2, 2004, presidential and congressional elections will have profound implications for many countries. For, the President will spend his new political capital to reinforce the often right-wing policy thrust of his first term and build a legacy for decades to come. Nowhere is awareness of these implications greater than in Canada. For, Canada is both one of America’s global Group of Eight partners and its most important, deeply interconnected, continental North American Free Trade Agreement neighbour.
