Why does it matter who pays for it all?

Both Charles and Ed have grappled with this issue, from different perspectives, Charles as the Secretary of State who put in place the UK’s new system in 2003 and Ed as President of two large universities which recognised the potential inequities arising from unduly low government contributions but with an overriding concern for the financial security of the universities. Many find themselves in this position and so face such dilemmas.
