1 U.S. Arms Transfers to Ukraine
1.1 Introduction
Arms transfers to Ukraine are perhaps the most extensively covered form of military assistance. There has been no shortage of sources1 offering quality documentation of the types of equipment being transferred by various countries—with the United States leading the list early, and still by a large margin. Historically, arms transfers have also been the most usual form of aiding a proxy in conflict, with literature concerning proxy use2 mainly focusing on the anticipated and unintended consequences of this type of assistance.
