6.1.1 Background

With the development of society, the progress of science and technology, and increase in information and knowledge, decision-making problems are becoming more complicated and more people are involved in the decision-making process. In order to reduce the workload of the group because many evaluation indexes and alternatives exist, the random judgment division can be used and integrated in general. A completely pairwise comparison matrix can be obtained based on the evaluation indices.
