There are three main “characters” to this book. Two work against one another: the competing interests of compliance and excellence. The third is the broker, the systems engineered solution that makes the competing interests work harmoniously together. In the previous chapter, I dumped a lot of ink on the subject of the bureaucracy of compliance.
