In the past, many people installed content management applications as specialized line-of-business solutions. The purpose was to solve a specific business problem, either around document creation, collaboration, or improving business process efficiency. As software got cheaper, and easier to install, these systems began to proliferate across the enterprise. The problem was that nobody was thinking strategically about these applications. These line-of-business solutions had value for individual departments; however, they were not deployed strategically. The installers sometimes did not consult other departments, or even IT, before setting them up.
