Although the focus of this chapter has concentrated on legislation and guidelines surrounding the use of electronic signatures and, in particular, digital signatures, it should be noted that a number of legal issues surround confidentiality as well.

Baker and Hurst [LOT, pp. 1-39] provide an interesting overview of the political landscape surrounding the cryptographic issues associated with confidentiality services, including export, import, and the domestic use of cryptography. They also include a summary of international initiatives related to cryptography [LOT, pp. ] and a country-by- country guide related to encryption regulations [LOT, pp. 79-241].
