Overall

The basic financial equation for funding future urban development will be as it is already starting, geared to the user-pays principle. No matter how brilliant an urban development strategy is, it is of no use at all unless it can be financed. From an overall government perspective, there will never be sufficient money to do everything on a “wish list” to keep everyone happy.
