ABSTRACT

The process outlined in this article has the potential to transform the U.S. military into a truly integrated fighting force. Merging the Missile Defense Agency’S (MDA’S) capability-based acquisition process with the ideas contained in the Office of the Under Secretary of Defense for Industrial Policy (USD/IP) study could yield a process that provides for the DOD, as a whole, the same benefits that capability-based acquisition provides for the MDA.
