If you want to get technical about it—and I don’t, but bear with me for a moment—the Photoshop Elements Editor is not a paint program; it’s an image editor (hence the name). It’s descended from Adobe’s Big Mama Photoshop, which is also an image editor, and as such both programs are fundamentally designed for making changes to existing pictures.
