Configuring User Account Control
In Windows Server 2008 (and Windows Vista), the out-of-box behavior for UAC results from the default settings defined in a computer’s Local Security Policy. Although a domain administrator can configure these settings in Group Policy also, no UAC settings are defined by default at the Group Policy level. Note that as long as UAC behavior is not enforced by Group Policy, you can also turn the feature on and off in Control Panel.
