802.11 Unlicensed Bands
The use of radio waves (specifically, the transmission of radio signals) falls under the supervision of the FCC, which controls their usage through licensing. Most of the RF spectrum is licensed, with different frequency bands used for specific functions (radio, television, etc.). The licensed use of a frequency allows a government or commercial entity to employ its designated frequency without fear of interference.
There are also unlicensed bands on which users can operate without an FCC license.
